With Izuku's strong moral compass, of course he'll find Shigaraki’s crimes revolting. And him saying he couldn't forgive him is a valid feeling. What was impressive, though, was when he saw Shiggy’s face seemingly asking for help, he didn’t ignore it. Right there and then, he tried helping. It was beautiful.
The thing with Izuku is that when he sees an opportunity to help, he tries his best to act on it at that exact moment. Even at the tender age of 16. He's not just preaching about morals, he's also backing up his principles with actions.
But it’s also important to understand that he’s just a 16-year-old high schooler. In the grand scheme of things, even with the greatest quirk(s) ever at his disposal, Izuku is but a speck. He can only do so much. To rely solely on his actions to enact change in society when he’s just a boy is asking too much of him. It will do us well to remember that when their society relied on one man, All Might, it made society more susceptible to destruction.
So, no. You can’t expect Izuku’s accomplishments to just, you know, magically change society. It’s a long battle. Years of reconstruction and recovery.
The thing we need to remember is that for all the bad, Izuku didn’t cave, but thought about how he can solve the issues drowning him. Because all this boy ever wanted was to help. And help he did. It doesn’t matter if his help is just a blip compared to the massive scale of evil at play. What matters is he did. He tried. You cannot expect change if no one will start it, and, bless him, Izuku started it. Sparked a change so early, even, right from freaking episode 1.
If anything, it will be weird to me if no one from the adults will change their perspectives at the end of the manga. Because change will only happen if many are on board with it. And the more influence you have? The more likely you’d help Izuku with his efforts to help unconditionally.
If no adults support or guide Izuku as he wonders how evil will end? That will be so painfully realistic.
