Listen, I don't know what DRAAG stands for. Maybe this has no correlation but i've seen a lot of theories of people saying that the black parade is being forced to perform as some kind of punishment or show of power by the dictator?? So maybe the lyrics are a double meaning.
"Here's my resignation" could possibly show just how much the black parade does not want to be doing this, how they've given up after being sent to the MOAT, theyre resigned, they've let go of hope, the entire basis of which their purpose and message was built on—they are truly surrendered. And "I'll serve it in drag" could mean that they are serving, in this "celebration", under the boot of whatever DRAAG is, inside of whatever confine the MOAT (physical or otherwise) they have been sent to is.
Also (I'm being totally delusional) but Gerard pronounces the "drag" in "I'll serve it in drag" in The End as "I'll serve it in dra-ag", making it sound like a double a—Just like how in the post DRAAG is spelled with a double a.
my chemical romance is a deeply intentional artistic project that has never ever done anything just for the hell of it and gerard way has never done anything artistic without putting a great deal of thought into it and my chemical romance would literally not tour just for money. like i dont care if i sound delusional or whatever i genuinely do not believe that they would do that.
