phobos already prepared planed everything for deimos so that he can be a proper co-director.
the one that responsible for teaching him other than the combat stuff are the main scientists (this ask I answered has more detail about it) but sometimes jeb teached him about combat stuff too (jeb made sure that phobos didn't hear about this)
cut to present timeline when S.Q. is becoming one of the main threats in phobos eyes. So he sent deimos on undercover mission to steal intel and investigate the enemie's plan. And that's where deimos meet sanford first time in real person (aka the start of sanmos arc)
